November 4th Mayor and Council Meeting Notes

The Dalton Mayor and Council met on Monday night for their first regularly scheduled meeting of November. The meeting featured a brief agenda with three action items for the Council and an executive session to consider a real estate matter. Executive sessions are not open to the public. 

The meeting was preceded by a public work session for the Mayor and Council to consider final revisions to Ordinance 24-27 amending the City's alcohol code. The ordinance was approved by the Council during a special called meeting on Tuesday.

During Monday night's meeting, the Council voted to: 

  • Approve a traffic control change for Loveman Lane - The Dalton Police Department requested a Public Works study of a prohibition for on-street parking on Loveman Lane from the intersection of Emery Street to a point approximately 920 feet to the north due to an extremely short sight distance caused by the hill which creates a hazard for motorists with vehicles parked on the street.   • Approve Budget Amendment #5 - The budget amendment to various funds in the General Fund adjusts budgets to actual revenues, additional expenditures, and sets up the 2024 SPLOST budget.   • Approve Resolution 24-16 for the sale of land - The Council voted 4-0 to authorize the sale of a tract of land from Dalton Utilities to Church on the Hill, Inc. The narrow tract of land abutting the Dalton Utilities property along V.D. Parrott Parkway borders the existing church property to the north. OCGA 36-37-69g) authorizes municipal corporations to sell and convey parcels of narrow strips of land incapable of being used independently to abutting property owners where the sale facilitates the best use of the adjoining owner's property. The church intends to use it for additional parking and circulation around the church for safety purposes. The strip of land is 2.105 acres and is being sold for $27,500 which is the fair market value assessed of the property. You can click here to read Resolution 24-16.   • Re-appoint George Woodward to the Dalton Housing Authority - Mr. Woodward's term on the Housing Authority was extended to another 5-year term that will expire on October 14th, 2029. The Council voted 4-0 to approve the appointment. To watch this portion of the meeting, click here. 

Mayor Sams also announced that on Tuesday, November 5th that there would be a special called meeting to consider the alcohol ordinace as well as two public hearings at 11:30 am and 6:00 pm on a property tax increase resulting from maintaining the City's current millage rate. There will also be a third hearing on the matter on Tuesday, November 12th at 5:00 pm at which time the Mayor and Council will consider a vote on the millage rate.
