Cindy Jackson, the City's Chief Financial Officer, informed the Mayor and Council that the 2023 tax digest is $4.5 billion which is an increase of $797 million over 2022's tax digest. Jackson informed the council that $549 million of that increase is based on reassessment and the other $248 million is from economic growth. Every year, the City calculates the rollback rate for the millage rate which is equivalent to a zero percent tax increase. After Jackson's recommendation, the council voted unanimously 3-0 to adopt the rollback rate. Mayor David Pennington typically votes only in the event of a tie.
Mayor Pennington also noted that in the previous fiscal year, sales tax collections in the City surpassed property tax collections for the first time which is a trend that the council hopes to see continue.
The Mayor and Council held its regular meeting on Tuesday instead of the usual schedule of meeting on the first and third Monday of the month due to the observation of the Labor Day holiday on September 4th.
