June 17th Mayor and Council Meeting Notes

The Dalton Mayor and Council met on Monday, June 18th for their second meeting of the month. Mayor Annalee Sams and Councilmembers Steve Farrow, Nicky Lama and Dennis Mock were in attendance. The meeting was preceded by a meeting of the City's Finance and Administration Committee, comprised by the Mayor and Council and members of the City's Finance Department. During that meeting, Chief Financial Officer Cindy Jackson provided an update for the Council on the City's budget and finances. Jackson also updated the Council on the development of the next 5-year Consolidated Plan for the City's Community Development Block Grant (CDBG) Program. That program distributes funds from the federal Department of Housing and Urban Development for the development of viable urban communities through funding for initiatives to create decent housing, suitable living environments, and expand economic opportunities. The CDBG initiatives must benefit low or moderate income individuals, prevent or eliminate slums and blight, or meet urgent community needs. The 2024-25 plan year calls for CDBG funding to be awarded to eight projects, including replacement of HVAC units in Dalton Housing Authority units, residential housing rehab in the City of Dalton, as well as funding a Latino family well-being program through the Latin American Association and a domestic violence advocate through the Northwest Georgia Family Crisis Center. The CDBG Consolidated Plan was presented for approval during the regular Mayor and Council Meeting. 

During the meeting, the Mayor and Council voted to: 

  • Approve Resolution 24-15, rezoning a tract of land at 900 Riverbend Road - The tract was rezoned from Single Family Residential (R-3) to Neighborhood Commercial (C-1). This was the second reading of the ordinance, which was discussed in detail at the June 3rd meeting. The Council voted 3-0 to approve the rezoning. To watch this portion of the meeting, click here.
  • Approve Resolution 24-16, rezoning a tract of land at 1127 Riverbend Drive - The tract was rezoned from Heavy Manufacturing (M-2) to Rural Residential (R-5). This was the second reading of the ordinance, which was discussed in detail at the June 3rd meeting. The Council voted 3-0 to approve the rezoning. To watch this portion of the meeting, click here. 
  • Approve the Community Development Block Grant 5-Year Consolidated Plan - Resolution 24-14 provided for the approval of the CDBG's 5-Year Consolidated Plan and also the Annual Action Plan for 2024-25 which is part of the overall plan. The ConPlan can be amended over the course of its lifetime by the Mayor and Council. To review the ConPlan and the Annual Action Plan, click here. The Council voted 3-0 to approve the plan.   • Approve a Memorandum of Understanding (MOU) with Dalton Serenity Club for drug addiction prevention and treatment services - In May, the Mayor and Council authorized the use of National Opioid Settlement Funds for Narcotics Anonymous. The MOU agreement with the Dalton Serenity Club provides $13,000 from the Opioid Settlement to fund the Dalton Serenity Club's NA program. To review the MOU, click here.   • Approve a USDA grant agreement for a Dalton Urban Garden Park - The grant was awarded to the City of Dalton by the US Department of Agriculture for the creation of an urban garden park which will support community educational programs and allow teaching about gardening, urban farming, and conservation.   • Approve a construction agreement for bunker renovations at the Nob North Golf Course - Wadsworth Golf Construction Company won the bid on the project, which will rehabilitate and refurbish the bunkers at the course. The contract costs $1,107,000 from a surplus fund balance. The Nob North Golf Course is an enterprise fund, and revenues earned by the course will go back to the City to pay off the project.   • Approve a stormwater improvement plan within the property at 2251 Rocky Face Circle - The Council approved a temporary construction easement and a permanent drainage easement for the property. The property was experiencing damage caused by stormwater runoff from City owned property that overwhelmed existing drainage infrastructure. The corrective action plan for the property called for the installation of more drainage pipes and other work to shore up the drainage at the property. The Public Works Department will complete the work. The Council voted 3-0 to approve the corrective action plan and easements. To watch this portion of the meeting, click here. 

The Mayor and Council meeting scheduled for Monday, July 1st has been cancelled. City offices will be closed on Thursday, July 4th for Independence Day. The next Mayor and Council meeting is scheduled for Monday, July 15th, 2024.
