July 15th Mayor and Council Meeting Notes

The Dalton Mayor and Council met on Monday, July 15th for their only scheduled meeting of the month. The meeting that would have taken place on July 1st was canceled to allow for City leaders and staff to take time off for Independence Day. 

Monday night's meeting featured a packed agenda with items for the Council's review. You can click here to watch the meeting in its entirety. 

The meeting featured first readings of four zoning ordinances. Ordinance 24-17 would annex into the City of Dalton a parcel of land at 1236 Frazier Drive and zone that parcel as medium density residential (R-3). Ordinance 24-18 would rezone a parcel on New Doris Street from heavy manufacturing (M-2) to rural residential (R-5). Ordinance 24-19 would rezone a tract on Main Street from medium density residential (R-3) to high density residential (R-7). And Ordinance 24-20 would rezone a parcel at 204 E. Matilda Street from heavy manufacturing (M-2) to high density residential (R-7). New ordinances cannot be enacted by the City Council until they have had at least two readings, so these ordinances will be considered for a vote at the next meeting of the Mayor and Council. During Monday night's meeting, the Mayor and Council voted to: 

  • Approve two alcoholic beverage license applications - The pouring beer license application from Famosa, LLC at 700 Redwine Street and the pouring liquor license application from the Spinning Room at 825 Chattanooga Avenue were both approved by the Council.   • Approve the School Resource Officer (SRO) contract with Dalton Public Schools for 2024-25 - The contract renews the SRO contract in place with the DPS and provides 8 officers for SRO duty. The contract provides for the DPD to pay 25% of the salary for seven SROs and 50% of the salary for an eighth SRO with the DPS paying the remainder of those salaries.   • Approve Budget Amendment #3 for the General Fund Budget - To view the budget amendment, click here. The Council voted 4-0 to approve the amendment. To watch this portion of the meeting, click here. 
  • Approve a Task Order for Runway Pavement Rehab Bid Services - The Mayor and Council approved funding for the runway rehabilitation project at the Dalton Municipal Airport earlier this year. Task Order #11 is an agreement with Croy Engineering, LLC to oversee the bid process to select a contractor for the project. To view the agreement, click here.   • Approve A 5-Year Master Service Agreement with Kimley-Horn and Associates for Dalton Municipal Airport - The airport is required by the FAA to perform a  selection process for engineering and consulting work every five years. The Airport Authority has selected the Kimley-Horn firm for consulting and engineering work for the next five years.   • Approve a Landscape Installation Contract - The stormwater management project at 133 Huntington Road includes a provision for beautification and installation of landscaping around the facility. Keller Outdoor, Inc. won the bid for the project. To view the contract, click here. The Council voted 4-0 to approve the contract. To watch this portion of the meeting, click here. 
  • Approve a Pipe Lining Contract - The contract with Federal EC, LLC provides for pipe lining services to reinforce the structural integrity pipes that undercut roadways that could be compromised if those roads fail. The contract targets roads that are crucial for emergency access such as one-way streets and dead end streets. The contract provides for lining 3,100 feet of pipe at 46 locations in Dalton. Federal EC, LLC won the bid and was the low bidder at $1,129,705 which was under budget for the project. To view the contract, click here. The Council voted 4-0 to approve the contract.   • Approve Agreement For Mini-Pitch Soccer Field Grant - The Greater Dalton Chamber Foundation recently won a grant award from the Atlanta United Foundation to install a "mini-pitch" soccer field at the Mack Gaston Community Center. The grant is being provided to the Chamber and requires an agreement with the City of Dalton to meet the grant distribution requirements.   • Approve An Intergovernmental Ground Lease With Dalton Public Schools For ROTC Course - The agreement allows the DPS to construct and maintain an ROTC challenge course on City-owned land adjacent to Heritage Point Park. The land was previously used for a disc golf course at the park. The ROTC course would be available to the public when it is not being used by Dalton Public Schools or ROTC.   • Appoint Will Chappell as Interim Parks and Recreation Department Director - Chappell was appointed to serve as the interim director of the Parks and Recreation Department after Caitlin Sharpe leaves the position. Chappell was recently promoted as the department's assistant director, a decision that was made before Sharpe announced her resignation earlier this month to join the faculty at Jacksonville State University.   • Reappoint Austin King To The Zoning Appeals Board - King's 5-year term with the Zoning Appeals Board will expire on August 5th, 2029. The Council voted 4-0 to approve his reappointment. Click here to watch this portion of the meeting. 
  • Appoint Mayor Sams To Public Safety Commission - Mayor Annalee Sams already served as the liaison between the City Council and the Public Safety Commission. The new charter for the City of Dalton enacted earlier this year calls for a member of the Mayor and Council to serve as a member of the 5-person commission as a voting member.
